In Harrowgate's dense neighborhoods and waterfront, power moves through local political mood, favours, reputation, and the quiet jostle of committees, unions, landlords, and informal leaders. Success depends on reading the local mood, staying useful to the right people, and accepting that no one is waiting for the player to act — but every choice still changes what happens next.

No one is waiting for you to become important. People form relationships, make plans, fall out, move on, and keep the city running whether you are there or not. Power moves through local political mood, favors, reputation, and the quiet jostle of committees, unions, landlords, and informal leaders. Affection and romance can happen, but they are only one strand in lives already dense with work, debt, and loyalty.
